Final evaluation of the Project “Promotion of Non-Fired Brick Production and Utilization in Viet Nam”

On 10 January 2020 in Ha Noi, the “Promotion of Non-Fired Brick Production and Utilization in Viet Nam”Project Management Unit (PMU) had a meeting with the Final Evaluation Mission of the United Nations Development Programme(UNDP) to discuss the achievements of the Project and how to maintain the sustainability, spread the achieved results in the near future.

Attending the meeting, on the PMU side, there were Mr. Nguyen Dinh Hau - Director General of Department of Science and Technology for Economic & Technical Branches (Ministry of Science and Technology) / Project Director and PMU members; from the Evaluation Mission, there were Mr. Roger Zaldover - Team Leader and Ms. Vu Thu Ha -Team Member.
At the meeting, Mr. Roger Zaldover affirmed that: Under the direction of the Project Steering Committee as Ministry of Science and Technology, Ministry of Construction with the support of UNDP and participating partners, the Project was successfully implemented with most targets met and exceeded such as reduced direct emissions of 1,512,955 tons of CO2, saved energy equivalent to 36,560 tons of oil, and the market share of non-fired bricks (NFB) reached 28.5% in 2019 (15.5% increased compared to 2015) through demonstration and replication projects with technical assistance, capacity building and policy support of the Project. The number of replication projects has exceeded the targets thanks to the Government’s favourable bases with new or amended policies to promote production and use of NFBs, people and authorities at all levels & sectors have been more interested in NFBs, businesses participating in the Project have invested more than 86 million USD in production of NFBs. After implementing demonstration and replication projects, businesses can actually invest in NFBs.
Mr. Roger Zaldover also said that from 6 to 9 January 2020, the Evaluation Mission worked with representatives of PMU, Department of Construction Materials and Viet Nam Institute for Building Materials (Ministry of Construction), Viet Nam Association for Building Materials, Viet Nam Environment Protection Fund, Bac Ninh Viglacera AAC JSC, Capital House Construction Group, Dai Dung Green Material Company, Ho Chi Minh City Department of Construction.

Through meetings with stakeholders, visiting plants of non-firedbuilding materials (NFBM) and construction works using NFBMs, it showed that NFB manufacturers have improved product quality to meet the regulatory standards. In addition, users provided a number of feedbacks that there are still cracks in the use of NFBs, may be due to the building process or mortar that does not match the characteristics of the bricks or design of the overall construction works especially the foundation and structure. Some reputable NFB manufacturers have teams of construction engineers that make sure not to crack, beside that some manufacturers only sell bricks. Some buildings use different types of bricks and do not have good building methods that can lead to cracking. Enterprises have trained construction workers, but if workers do not follow the technical process, it is easy to cause cracks & seepage, it is necessary to have research and communication on fixing cracks for construction works usingNFBMs. NFBs have been tested and achieved technical standards, MOST should play a key role in coordinating with the relevant ministries to have comprehensive solutions for the future market, especially with the Ministry of Construction - Agency managing building materials. Currently in Viet Nam, construction works using the State budget and works higher than 9 floors must use NFBMs, so that the community can see the State works using NFBMs and the potential of NFBMmarket development is very good.

Mr. Roger Zaldover also raised four factors that determine the development of NFBs including: Product, price, place, people and principle of conduct (Relating to environmental and social behavior, etc.), it is necessary to synthesize practical lessons learned by the Project and its partners to publish into documents on NFBs because the content is very practical and involves many ministries and policies in which the Project Steering Committee and PMU have helped solve problems successfullyto develop the NFB market.

At the end of the meeting with the Evaluation Mission, Mr. Nguyen Dinh Hau - Director General of Department of Science and Technology for Economic & Technical Branches / Project Director thanked the Evaluation Mission and said: After the end of the Project, there will be 5 sets of technical guidelines for universities, vocational training schools on NFBMs along with the significant contribution of the Project to improve policies and NFBM development strategy. Stakeholders and private companies also highly appreciate the support of the Project, through which the Ministry of Science and Technology and the Ministry of Construction will continue to implement the Decision 567 even better and after the end of the Project there will be a roadmap to be more successful in promoting production and use of NFBs in Viet Nam.
