Hà Nội: Resolutely remove spontaneous brick centers not in the planning
In the Official Letter No. 1616 / SXD-KTXD dated February 28, Hanoi Construction Department has reported about the situation of improved traditional brick kilns with exhaust smoke treatment system and round furnace kilns using fossil fuels exists in the city.
Accordingly, till now, Dong Anh, Thanh Oai, Hoai Duc, Thanh Tri, Gia Lam, Thuong Tin, Thach That districts no longer exist improved traditional kilns. The remaining districts still exist. The existence of these kilns at the moment is inappropriate. Phuc Tho, Ung Hoa, My Duc, Quoc Oai, Ba Vi have proposed to the Hanoi People's Committee to allow the operation of these improved traditional kilns to be maintained until 2020.
Soc Son proposed the Hanoi People's Committee for a roadmap handling the ineligible traditional brick kilns in the district. Me Linh, Phu Xuyen, Chuong My and Dan Phuong did not propose a roadmap for removing these kilns. The main reason for the districts to prolong the operation time of these kilns: To meet the demand of using fired bricks by local people and to serve the new rural program; To create conditions for kilns owners to recover their investment capital and more jobs for local people.
Up to now, making a roadmap to completely remove the improved traditional brick kilns, vertical shaft brick kiln, round furnace kilns is needed. Based on the current situation, the Department of Construction has proposed the People's Committee to order the District People's Committee: to stop the continuous investment and land exploitation to produce fired bricks from improved traditional brick kilns, vertical shaft brick kiln, round furnace kilns using fossil fuels, to propose to the People's Committee a roadmap of each district to ensure the complete removal of these kilns; inspect and strictly handle the deliberately violated producers, to report the implementation results to the Department of Construction and the People's Committee.
According to Announcement No.14 / TB-VPCP dated 9/1/2018 by the Government Office on the conclusion of Deputy Prime Minister Trinh Dinh Dung at the national Conference on construction materials in 2017, tunnel kilns at planned areas must be transformed and stopped new investment and expansion the production of fired clay bricks (including tunnel kilns technologies).
The spontaneous fired brick kilns not in the planning must be resolutely eliminated. Making statistics and summary number of employees working for these kilns, who wish to learn vocational jobs trades and change jobs. The Department of Labor, War Invalids and Social Affairs coordinates and guides the District's Committees in implementing the support mechanism for the job change.
The Department of Natural Resources and Environment guides the District People's Committees on land use procedures and environmental monitoring. The Department of Planning and Investment does not appraise the new investment projects, invest in the expansion of the fired brick factories and refuse to grant new business registration certificates to the fired brick factories in the city. Relevant departments and agencies in close collaboration with the districts, DoC in proposing a roadmap to eliminate the operation of improved traditional brick kilns, vertical shaft brick kiln, round furnace kilns in the area: based on the functions, management duties, guidance to the District People's Committee’s implementation.
