A Need for more aggressive governmental efforts to develop non-fired materials
In recent years, thanks to the Government's incentives policies for non-fired bricks (NFBs) development, NFBs have been used more in construction works and prioritized for development. However, in order to become the main construction materials in construction works nationwide, there should be more fierce participation from local governments as well as expansion of preferential policies for NFBs manufacturers / Enterprises.

According to Mr. Tran Duy Phuc - Director of Mechanical Factory of Thanh Phuc Mechanical and Construction Material Joint Stock Company - One of the first science and technology enterprises of Vietnam in non-fired building materials production: There is a need for more aggressive governmental efforts at all levels in order to develop the non-fired building materials market in Vietnam. In addition, non-fired building materials production investors should pay attention to the products’ quality, not only orient profit then to reduce cement, to make poor quality of non-fired materials mixtures or unqualified strength of NFBs that causes bad publicity on non-fired building materials.
Besides, the Government should consider reducing VAT 10% to 5% for non-fired building materials enterprises, continuously having more investment incentives and creating favorable conditions for non-fired building materials production investors as well as issuing more specific and coherent policies in place at the same time to enforce the use of non-fired building materials nationwide and minimize the development of fired clay bricks.
Especially, the Government currently does not have policy to require the households to use of non-fired building materials so that the whole society participation in the development and utilization of non-fired building materials has not been created. Therefore, in the coming time, the Government should have policies to enhance households opening the path to 2020, 100% of construction works must use non-fired building materials.
For the fired clay materials, Mr. Tran Duy Phuc proposed using only this in the special projects such as communal houses, pagodas, temples, historical relics and subject to environmental taxes, natural resources tax, special consumption tax.
At the workshop "Policy mechanisms for promotion of non-fired bricks development" organized by the Ministry of Construction in Hanoi, 2017, the representative of Ho Chi Minh City Department of Construction has proposed the same opinion to strengthen the policies enhancing non-fired building materials, limiting the use of fired clay bricks. The Ministry of Construction shall assume the prime responsibility, in cooperation with Ministry of Finance, and Ministry of Natural Resources and Environment to report to the Government through submission to the Standing Committee of the National Assembly to consider and adjust increasingly the natural resources tax rate applicable to clay used for fired clay bricks and titles production and in order to balance between the costs among non-fired building materials and fired clay bricks; to issue policies support for construction investment of green buildings and energy-saving works; to promulgate regulations on reporting regime applicable to organizations and individuals who are investors of construction works subject to compulsory use of non-fired building materials.
Up to now, the legal policy system of non-fired bricks has been formulated and issued relatively sufficiently from laws, decrees, decisions, directives and circulars to relevant legal documents.
Most recently, the Ministry of Construction has issued Circular No. 13/2017 / TT-BXD dated 8/12/2017 of the Ministry of Construction regulating the use of non-fired building materials in construction works.
Therefore, the fierce participation of the local authorities at all levels in the development of non-fired building materials will gradually turn the non-fired building materials to become the main materials in the construction work as undertaking by the Government.
